Book Chapter: Philippine Public Administration: 5Es and an A

The discipline of public administration has many times been subsumed under the general field of management and thus tends to focus on the three general classic concerns of efficiency, economy and effectiveness, also referred to as the 3 Es of public administration. However, within the context of the Philippines, public administration is more than the 3Es as principles of equity, ethics and accountability also have to undergird the theoretical underpinnings and practice of the discipline. We argue that these latter principles must be given primordial consideration given the needs of the Philippines, a developing country that grapples with inequity, lack of inclusive growth and corruption. Hence, it is appropriate that Philippine public administration be framed with the context of what we call as 5 Es and an A.
