Revisiting the Public Sector Ethics and Accountability Mechanisms: Emerging Trends and Sustainable Reforms

The continuing search for solutions to ethical issues and challenges has pushed a number of jurisdictions to craft codes of ethics or guidance for public officials and employees across the bureaucracy. Equally challenging faced by the 20th century is a decade of decay as it “could hardly been distinguished for observance of agreed moral codes, or concentration of ethical inquiry” (Waldo 1980). Although ethics in the public sector as a research study is not that of much interest compared to other public administration topics such as corruption, environment, decentralization, federalism, and among others, its relevance transcends the whole gamut of social, economic, and political arena. Thus, this paper revisits the various support mechanisms that the Philippine government has introduced to promote and advance core values of ethics and accountability in government service. The imperative of an ethical guidance for public servants is likewise the focal point of a profound discussion.
