I was one of the co-authors of a book chapter, The Principles of Good Governance, in a book entitled Innovations in Local Government. It talks about the imperative role of local governments in the process of governance, specifically within the context of the Local Government Code of 1991, a law that transfers massive powers and responsibilities – and authorities and accountabilities – to the thousands of local governments through a process of decentralization that aims to provide autonomy for them.
