I took part as one of the principal researchers of a program evaluation study about the Agrarian Reform Community Connectivity and Economic Support Services of the Department of Agrarian Reform (Philippine government).
In most general terms, the ARCCESS project is a strategic intervention introduced by the Department of Agrarian Reform that aims to focus on providing long-term and sustainable benefits to agrarian reform beneficiaries (ARBs). It was formally introduced by then Secretary of DAR, Virgilio de los Reyes. In particular, it capacitates the ARB organizations (ARBOs) to be hubs of support services in the communities to be instrumental in increasing the ARB household incomes and in enhancing the resilience of ARB households (DAR, 2017). In this sense, this project is in sync with the thrust of the agrarian reform program of the Philippine government about poverty reduction among ARBs (DAR Primer, no date indicated).
